Brigadier
General (PA) (Retired) Bill Colvin received his commission
from the Officer Candidate School (OCS) at Fort Benning,
Georgia where he is honored as a Member of the OCS Hall
of Fame. He is a highly experienced troop leader from
the Army National Guard with extensive high-level "inside
the beltway" and international experience. As a
troop leader, General Colvin commanded through the battalion
level. He served with troops on staffs at battalion,
division and State Area Commands. During repetitive
short tours, he served in the Pentagon on the National
Guard Bureau Staff and later with the Joint Chiefs of
Staff.
During
1998 and 1999, General Colvin led the US Military Liaison
Team in Vilnius, Lithuania where he advised the US Ambassador
on military matters in anticipation of Lithuania's entry
into the North Atlantic Treaty Organization. In this
politically sensitive and high profile position, General
Colvin was the principal military liaison between the
US European Command in Stuttgart, Germany, the US Embassy
in Lithuania, the Lithuanian Minister of Defense, and
the Commanding General of Lithuanian Forces.
As
a career National Guard Officer, General Colvin is an
expert on the role of National Guard and Reserve forces
in domestic emergencies and in support of civil authorities.
Since September 11, 2001 these forces have taken on
an expanded importance in homeland security. General
Colvin's expertise extends to the operation of emergency
management staffs at the local through state staff levels
and includes the set-up, functioning, and day-to-day
operation of emergency operations centers.
Among
his many other talents, General Colvin is also a skilled
trainer and professional educator with more than 30
years of teaching experience. He taught leadership and
basic officer courses at the Pennsylvania National Guard
Military Academy, its Officer Candidate School, and
served as Chief of Tactics for over 20 years. As the
Pennsylvania National Guard's Chief of Training, he
planned for implementation of the JANUS simulation system.
General
Colvin retired and was promoted to Brigadier General on the Pennsylvania National Guard Retired List in 2001.
