Joe
Lehman retired from federal civilian service in Oct
2003 as a Presidential Rank Senior Executive (SES).
Prior to retirement he was the Senior Technical Executive
for the Fire Support Armament Research Development and
Engineering Center (ARDEC), Picatinny Arsenal NJ (March
1994- Oct 2003). His previous assignment was as the
Senior Executive for the Fire Control & Software
Engineering Division, ARDEC from July 1990. His career
spans over 42 years experience in the research and development
of weapon and fire control systems for Army Artillery,
Mortar, Tank, Helicopter, Air Defense & Infantry
Systems. Mr. Lehman entered government service in 1960
as a Student Trainee in the Cooperative Education Program.
In 1983 he was selected for the Senior Executive Fellowship
Program at Harvard University, Cambridge, Massachusetts.
In 2000 he was awarded Presidential Rank in the Senior
Executive Service.
As
Senior Technical Executive for Fire Support he was the
civilian executive responsible for leading 800 Scientists,
engineers and support staff in helping Project Managers
accomplish nearly a billion dollars of research, development
and initial production in Advanced Artillery, Smart
Munitions, Fire Control and Software Engineering. Prior
to that position, as Chief of the Fire Control Division,
he was responsible for over 300 sighting and computer
systems for the soldier including the development of
fire control for the first digitally automated howitzer,
the Paladin, as well as the Army's Abrams Main Battle
Tank. He was also responsible for design of the first
digital Mortar Fire Control System which was recently
fielded to Army units.
Prior
to his career at Picatinny, he worked at Frankford Arsenal,
Philadelphia, PA. Key assignments have included the
Associate Technical Director for Engineering, Frankford
Arsenal, where he worked for the Commander and Technical
Director in managing over 2000 people engaged in a large
engineering program for weapons and ammunition for cannon
caliber and infantry systems. The success of Joe’s
career is reflected in the ever increasing responsible
positions in the Armaments field including Chief Photoelectric
Devices and Chief Electro-optics/lasers & Electromagnetic/Radar
Branch. He also directed optical pointing and tracking
for the Army's High Energy Laser Program. He led a multi-Command
task force for the Sheridan Main Battle Tank production.
Mr.
Lehman is skilled in Baldridge leadership criteria.
He was a principal member of Picatinny's Malcolm Baldridge
Award and organization leadership activities, which
resulted in Picatinny winning 3 Presidential Quality
Awards and several Army Chief of Staff Army awards for
excellence. He has also served on several special assignments
at OSD and DA for major weapon system evaluations such
as Smart Munitions, the Apache, USMC LAV and Chaparral
Systems. His awards include 2 Army Awards for Meritorious
Civilian Service, numerous performance awards, National
Defense Industrial Association Technology Award and
The Ancient Order of St. Barbara from The US Field Artillery
Association.
