SeaPort-Enhanced Multiple Award Contract

Overview
Defense Solutions, Inc. is a subcontractor to Serco, Inc. for the SeaPort-Enhanced (SeaPort-e) IDIQ Multiple Award Contract.  The overarching requirements for SeaPort-e are aimed at providing engineering, technical, and programmatic support services for the Warfare Centers.  

The SeaPort-e Program makes electronic procurement of engineering, technical, and programmatic support a reality. The Navy’s Virtual System Command (VS) consisting of the Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), Naval Supply Command (NAVSUP), and Space and Naval Warfare Command (SPAWAR) has leveraged the successes and efficiencies of the NAVSEA “SeaPort” business model to design “SeaPort-e” to be the vehicle of choice to obtain engineering, technical, and program management services from the Serco Team. 

Scope
The US Navy has awarded this SeaPort-e IDIQ contracts for support services for all phases of weapon systems acquisition and life-cycle support including research and development support, prototyping, acquisition logistics, modeling, test and evaluation trials, and engineering support for the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Engineering Command, Strategic Systems Programs, and the United States Marine Corps.

Additionally, services provided under this contract may include new product areas, programs, or missions assigned to these activities during the life of the contract.

Process
USN customers identify in what Zone the work is to be performed, create their standard solicitation package, and upload through the SeaPort-e portal.  Through the portal, the Task Order RFP is published for competition to those prime contractors qualified in the Zone where the work is to be performed.  Prime contractors in that zone submit their proposals through the SeaPort-e portal for evaluation.  The Customer evaluates the proposals, and makes an award.
