Blanket Purchase Agreement |
Overview
Defense Solutions has been awarded a Blanket Purchase Agreement (BPA) with the National Park Service under the GSA Schedules program. The benefits of utilizing this BPA as a purchasing option include the elimination of contracting and open market costs as the search for sources, the need to prepare solicitations, and the requirement to synopsize the acquisition. The BPA also:
- Satisfies recurring requirements;
- Reduces administrative efforts by eliminating repetitive, individual orders and payments;
- Allows National Park Service customers to obtain better value by leveraging buying power through volume purchasing;
- Enables an ordering activity to use streamlined ordering procedures;
- Allows for quicker turnarounds on orders; and
- Permits an ordering activity to incorporate terms and conditions not in conflict with the underlying contract.
Scope
The National Park Service has required that each NPS region produce a Fleet Management Strategic Plan. The goals of the plans are to: a) Optimize vehicle utilization; b) Improve fleet management; c) Achieve consistency in vehicle management; d) Reduce fleet size; e) Maximize consolidated acquisition; and, f) Adopt best management practices. Desired outcomes of the plans are to: establish a framework and guide for the collection of fleet data; create an effective decision-making environment; improve critical mission support; and reduce vehicle expenditures.
Consequently, under the BPA, regions, parks, and other organizational components of NPS can issue Task Orders that align with the goals and outcomes. Work can also be undertaken that contributes to achieving US Department of the Interior fleet management goals and desired outcomes.

• Federal Business Management System (FBMS)/Fleet Management Information System
• Fleet Reporting
• Fleet Management Investment Review Board
The plans will incorporate standards and guidance on various aspects of inventory management and planning, including opportunities for meeting transportation needs through alternative solutions, monitoring of fleet utilization and fleet size, implementing performance measures for vehicle utilization and exception reporting to target and evaluate low-use units, and developing a fleet composition baseline and managing fleet size against that baseline, to cite key considerations. All of these issues can be addressed by a Task Order under the BPA.
Work on the strategic plans will yield observations about fleet management and operations areas in which corrective action should be undertaken. Consultant support to undertake corrective actions also falls under the BPA.
A fundamental reason for development of the strategic plans is to ensure adherence to federal laws, regulations, and reporting requirements. Any NPS or Department of the Interior Task Order that contributes to such adherence as well as the associated advancement of efficiency and effectiveness fall under the BPA.
